The Strausstown Waste Water Treatment Plant is located at 1 Post Lane in Upper Tulpehocken Township.
As of July 1, 2016, the municipal merger became effective and Upper Tulpehocken Township assumed the Strausstown Sewage System operations and monthly rental collections. The treatment plant serves every property within Strausstown Village as well as 17 Township properties within close proximity to the Village.
The residents connected to the sewage treatment facility support the cost of the facility through monthly sewage bills. Residents receive a monthly coupon payment book and pay a rate of $90 per month per dwelling unit. Monthly payments are collectable as of the first of the month, payable on or before the 15th of each month, and considered late after the 15th of each month.
Please make your check or money order payable to Upper Tulpehocken Township Sewer or UTT Sewer.
Also please note that Upper Tulpehocken Township does not accept cash for sewer payments.
Payments may be mailed, dropped off in person during normal office hours, or placed in the drop box located on the front of the Upper Tulpehocken Township municipal office.
The option to pay your monthly sewer rental with a credit card from the comfort of your home is available by using our online payment service. Monthly Sewer payments may also be made online at the link below.
Credit cards accepted include MasterCard, Discover, American Express and Visa. A per transaction service fee of 2.65% or $3.00 minimum will be charged by the payment processing company for this service.
The Township is also able to accept electronic check payments using our online payment service. Payments will be charged to your checking account at your bank. You will need your 9-digit routing number, as well as your account number from your personal checks. A per transaction service fee of $1.50 will be charged by the payment processing company for this service.

Resident Notice: The Strausstown Wastewater Treatment Facility is designed to carry wastewater from toilets, dishwashers, sinks and showers, not storm water. The sanitary sewage generated from within Strausstown Village is conveyed through various pipes and ultimately treated and discharged at the Wastewater Treatment Facility. The addition of groundwater and storm water to the sanitary sewer system increases the load to the wastewater treatment plant and subsequently raises the costs to treat the sewage, which in turn must be passed on to the sewer customers.
The Township believes that most of the clear water waste enters the sanitary sewer system through roof runoff/downspouts, basement floor drains, and/or sump pumps. All of which are a violation of the Upper Tulpehocken Township Ordinance No. 1014; Sections 6.01 and 6.02. Please note that per Section 8.04 of the aforementioned Ordinance, any person who shall violate any provisions of the Ordinance may be subject to pay a fine of not more than $1,000.00.
Ongoing maintenance concerns at the Strausstown Sanitary Sewer Plant have caused the Board of Supervisors to also address the continuous problem of clogging. It appears that materials other than human waste are being flushed into the sewer system. These unapproved materials that should not be flushed include, but are not limited to doggie waste bags, diapers, feminine products, shop towels and paper towels.
It is important to note that while some cleaning wipes are advertised as flushable by their manufacturers, they do in fact cause clogging. Also noteworthy are cooking oils and grease as materials should never go down drains. This is another reminder that should this debris continue to cause clogs, and repairs, this cost will have to be passed along to residents connected to the plant.
By everyone cooperating, and being aware, we can avoid the need to raise our sewage user monthly rental rate. But without everyone’s cooperation, the unnecessary treatment of the extra clear water waste will be costly and could result in the need to increase our sewer user charge rates. If you are unsure of your wastewater discharge, please contact the Township for assistance and direction.
